House Democrats have unveiled their plan of attack if they win Congress of Congress and it starts with legislation to legalize abortions up to birth nationwide.
An 84-page health policy agenda circulated among House Democrats outlines the party’s legislative priorities should they win a congressional majority, including a concerted effort to make abortion on demand the law nationwide.
House Bill 12, deviously known as the Women’s Health Protection Act, is an extreme measure that would effectively permit abortion up to birth nationwide by overriding state-level restrictions. It would override the pro-life laws of every state that currently protects babies from abortions under the Supreme Court’s decision in Dobbs.

The internal Democratic document was developed by a health policy working group established by pro-abortion House Minority Leader Hakeem Jeffries (D-N.Y.). According to the working group’s September memo, “Undoing H.R. 1 is the floor, but not the ceiling,” referencing a rollback of Republican-led healthcare policies.
The memo notes a “broad consensus” to promote killing more babies in abortions without any limits whatsoever.
At the center of the legislative push is H.R. 12, sponsored by Rep. Judy Chu (D-Calif.) and backed by over 200 Democrat cosponsors. The text of the bill explicitly prohibits governmental restrictions on abortion both before and after fetal viability. That would mean it is legal to kill viable babies who can live outside the mother’s womb in all 50 states.
Under the proposed statute, post-viability abortions would be legally protected nationwide whenever a single healthcare provider deems the procedure “necessary for life or health” – reasons that can be defined as virtually anything to make all abortions legal.
Pro-life advocates argue that the inclusion of a broad “health” exception, without specific medical definitions or limitations, effectively establishes a federal mandate for unrestricted abortion throughout all nine months of pregnancy. Opponents also point out that the bill would systematically dismantle established state-level protections, as its enforcement provisions authorize the Department of Justice and individual abortion centers and abortionists to sue state governments, completely overriding standard statutory immunity.
The memo and legislation make it even more important for pro-life Americans to vote pro-life to ensure pro-abortion Democrats don’t take over Congress and push this radical abortion agenda.
