President Donald Trump released his proposed budget for fiscal year 2027 that would again seek to block federal taxpayer dollars from flowing to Planned Parenthood, the nation’s largest abortion business.
The Trump budget would also reinforce longstanding protections against government funding of abortion.
The Office of Management and Budget’s budget recommendations include a new provision in the Labor, Health and Human Services appropriations bill that would prohibit abortion companies such as Planned Parenthood from receiving any funding made available through that measure. Similar language has passed the House in the past but has never been signed into law.

The proposal also calls for eliminating the Teen Pregnancy Prevention Program, funded at $101 million in fiscal 2026 and identified as the second largest discretionary funding stream for Planned Parenthood. Over three years, Planned Parenthood expended $11 million in such funds, according to the budget document.
The program has proven ineffective at reducing teen pregnancy, STDs and risky behavior, while some grantee curricula may promote abortion and undermine parental involvement.
The budget further recommends removing funding for the Sexual Risk Avoidance Program, which promotes voluntarily refraining from non-marital sexual activity and has served as a significant source of federal support for pregnancy care centers.
The document highlights multiple pro-life provisions, many of which extend existing appropriations riders, including the Hyde Amendment barring federal funds from paying for most abortions except in cases of rape, incest or to save the life of the mother; the Hyde-Weldon Amendment protecting health care entities that decline to provide, pay for or refer for abortions; and the Dickey-Wicker Amendment banning federal funding for research that destroys human embryos.
New proposals include stopping federal funding for research using aborted baby parts and requiring that medical students and residents voluntarily opt in to abortion training, rather than facing mandates or penalties for declining on conscience grounds.
The budget also calls for ending the Biden administration’s abuse of global health programs, ensuring no funding supports abortion, and notes past examples such as PEPFAR funds supporting health workers who performed abortions abroad.
Internationally, the budget would maintain the Helms Amendment barring U.S. foreign aid from funding abortions, the Siljander Amendment prohibiting the use of funds to lobby for or against abortion, and the Kemp-Kasten provision targeting organizations involved in coercive abortion practices.
It introduces a new measure to ensure compliance with the Protecting Life in Foreign Assistance rule.
Additional provisions would preserve bans on abortion funding for federal prisoners, District of Columbia residents and federal employee health plans, while providing conscience protections for pro-life doctors and nurses.
These steps continue President Trump’s commitment to protecting unborn life and redirecting resources away from organizations that perform hundreds of thousands of abortions each year. Taxpayer dollars should support life-affirming health care rather than subsidize the abortion industry.Pro-life leaders welcomed the proposals.
The budget now goes to Congress, where Republican majorities are expected to consider the pro-life measures amid broader spending negotiations. Final appropriations would require passage by the House and Senate and presidential signature.
