New York City Mayor Zohran Mamdani’s first city-owned supermarket will cost taxpayers $30 million to build from scratch in East Harlem, raising immediate questions about cost, speed, and whether City Hall is biting off more than it can deliver.

The flagship location at La Marqueta, a historic public market site, was rolled out during Mamdani’s 100-day celebration — framed as both a policy rollout and a symbolic nod to the past.

City officials confirmed the price tag Monday, noting the East Harlem project is likely to be the most expensive of the five planned stores due to the need for a full ground-up build.

The administration has already set aside $70 million for the broader initiative, meaning nearly half could be consumed by just one location.

That math is already drawing scrutiny.

Behind the scenes, officials are racing to find cheaper, faster options — scouting existing retail spaces that can be converted instead of built from scratch, in an effort to get additional stores open sooner.

The La Marqueta site, however, wasn’t chosen for speed or cost.

It was chosen for symbolism.

The market traces its roots to Fiorello La Guardia, who established it in the 1930s as a hub where working-class New Yorkers could access affordable food during hard economic times.

Mamdani leaned into that legacy.

“We will continue his legacy,” the mayor said, positioning the project as a modern extension of New Deal-style public investment.

The administration argues the need is clear.

City Hall pointed to East Harlem’s economic realities, noting that nearly 40% of households in the neighborhood received public assistance or SNAP benefits over the past year — a statistic they say underscores gaps in food access and affordability.
