Abortionist Tyrone Malloy May be Killing Babies Born Alive

In November 2022, convicted felon and infamously dangerous abortionist Tyrone C. Malloy convinced the Maryland Board of Physicians (MBP) to grant him a medical license. Now Maryland could have its very own Gosnell.

The MBP should have realized its mistake when the Board had to immediately issue an Advisory Letter after Malloy failed to report a past “criminal event” in the state of Georgia on his Maryland application.

Georgia is where Malloy spent time in prison for Medicaid fraud. In 2008, it is also where he was directly responsible for the death of a 23-year-old woman. Malloy perforated the young woman’s uterus and intestine during a second trimester abortion, leaving her to experience uncontrolled bleeding and multiple cardiac arrests before succumbing to her injuries in an intensive care unit hours later.

“The only business Tyrone Malloy knows how to run is a criminal enterprise,” says Troy Newman, President of Operation Rescue. “Every state that shamelessly grants him a medical license gives him just one more killing ground, leaving preborn children to be torn apart in the womb and their mothers in the hands of an incompetent, uncaring, butcher.”

Malloy Already Falling Apart in Maryland

Malloy commits dangerous late-term abortions up to 36 weeks at his poorly named “CARE” clinic in Chevy Chase, Maryland — the sister clinic to Leroy Carhart’s infamous late-term CARE facility in Bellevue, Nebraska.

By June 2023, just seven months after Maryland granted the medical license (and issued the first Advisory Letter), Malloy received a second Advisory Letter from the Board after a complaint was filed about Malloy sending a woman to the hospital without ever notifying the hospital of the transfer. This means Malloy failed to provide crucial details about the patient’s care and medical status.

In August 2024, a new investigation began stemming from a similar complaint filed by an emergency room doctor who was undoubtedly forced to clean up another of Malloy’s botched abortions. As before, Malloy failed to communicate crucial details or even inform the hospital of the incoming transfer.

In the wake of that investigation, Malloy’s license has been placed on probation, though it seems far more appropriate to have it revoked, especially in light of what MBP investigators found.

The Most Recent Investigation

During the investigation, two “board-certified physicians specializing in reproductive health” were tasked with a peer review of ten patient records, including the patient involved in the ER doctor’s complaint. That review found significant evidence of negligence and malpractice perpetrated by Malloy, including:

  • At least one woman sedated for “several hours” before her abortion procedure, and with no documentation for the reason.
  • After what was likely an induction abortion, Malloy failed to “administer medication to ensure hemostasis after delivery.” That is, medication to stop bleeding, one of the most common and most dangerous complications in late-term abortion procedures.
  • Two patients were administered “large amounts” of misoprostol and then “released from a clinical setting.” There is no indication in the review that Malloy offered any follow-up with these women or documented the reason they were given large doses of misoprostol.
  • Despite having risk factors for anesthesia complications, Malloy failed to document a sedation examination for at least two patients.
  • Patient records indicate Malloy failed to administer mifepristone and misoprostol in accordance with “medical guidance” for third-trimester abortions. While this two-drug regimen is best known for chemical abortions, it is also used in late-term abortions, often to reduce the time it takes for a mother to deliver her dead child after labor has been induced.

Babies Born Alive?

Even more alarming is the possibility of babies born alive during these late-term abortions. The investigation revealed two bombshell incidents that Operation Rescue believes warrants two separate investigations :

  • During the abortion for “Patient 3,” Malloy failed to confirm or document “fetal asystole” before placing cervical dilators. This means Malloy failed to document if the baby’s heart had stopped beating before he began the abortion procedure.
  • During the abortion for “Patient 9,” who was pregnant with twins, Malloy only documented one fetal injection despite a “twin gestation” requiring two fetal injections. Was one twin born alive?

Newman adds, “Every infraction documented in this investigation exposes Malloy as the same careless, callous, back-alley abortionist that killed a 23-year-old woman in 2008 and landed himself in federal prison for fraud in 2014. He is still a fraud, and a felon. With such a clear pattern of ignoring even federal law and regulation, the Maryland Board cannot dismiss the possibility that Malloy has been killing babies born alive during botched late-term abortions. The cases of Patient 3 and Patient 9 warrant their own investigations. What happened to those babies?”

Still Licensed in DC and Georgia

Malloy’s two year probation began on May 18, 2026. Within one year, he must pay a civil fine of $1,000. Within 30 days, Malloy must also enroll in a remedial education program for assessment and monitoring for a period of one year and until the program recommends Malloy can practice without monitoring. At that point, a disciplinary panel will decide if this probationary condition can be terminated or needs to be extended.

Malloy’s Maryland license is also set to expire in September 2027. He will either have to reapply and finish out the probationary period, or let it lapse. However, the Consent Order of his probation states that if he does let the license lapse, the probation will not disappear. Rather, it will be placed on hold and resume as soon as he reapplies for a medical license.

Shockingly, Malloy is also still licensed in Georgia, even after being convicted of a felony and serving prison time in the same state. And in March 2023, Malloy was granted a medical license in Washington, DC, which has reciprocity with Maryland. Both his Georgia and DC license also expire in 2027.

Operation Rescue has already filed complaints in both states to ensure each medical board is aware of Malloy’s most recent charges.

“Tyrone Malloy should not be licensed anywhere,” says Newman. “He has broken federal and state laws, endangers and kills patients, and — according to the evidence in this recent investigation — could be murdering babies born alive. The Maryland Board of Physicians must do more. If not, they will inevitably turn on the news one day to find out ‘Maryland Malloy’ has just become their very own Kermit Gosnell. And they will be the ones who let it happen.”
