Democrat States Allowed 330,000 Abortion Pills to Kill Babies in Pro-Life States

Democrat states are propping up the abortion pill industry – to the tune of approximately 330,000 babi9es killed by abortion pills in violation of pro-life laws in Red states.

Shield laws enacted by Democrat states have enabled the shipment of more than 328,000 abortion pills into states with abortion restrictions from illegal out-of-state abortionists between July 2023 and December 2025, according to a report by the Restoration of America Foundation. The mailings have resulted in the deaths of unborn babies and undermined state efforts to protect life following the Supreme Court’s 2022 Dobbs decision.

The report, which draws on data from the Society of Family Planning’s #WeCount project, found that monthly shipments of chemical abortion pills into pro-life states nearly tripled during the period. They jumped from 5,400 pills in July 2023 to 14,870 in December 2025, with out-of-state abortion companies sending nearly 15,000 pills per month on average into states with pro-life laws.

In 2025 alone, 169,000 babies were killed in abortions under these shield laws in pro-life states.

Nine states with abortion restrictions — Alabama, Arkansas, Florida, Kentucky, Louisiana, Mississippi, South Carolina, South Dakota and Texas — recorded more monthly abortions in 2025 than in 2022 before Dobbs because of these abortion pill sales.

After the Supreme Court overturned Roe v. Wade and returned abortion policy to the states, the Biden administration enabled mail-order abortions. As pro-life states put limits in place to stop them Democrat states enacted shield laws to protect abortionists and abortion companies from breaking the law in pro-life states.

ROAF CEO Doug Truax said the Biden administration and Democrat Party anticipated the fall of Roe and prepared in advance.

“Years ago, the pro-death Biden administration and the pro-death Democrat Party writ large … they knew what we knew: that Roe was bad law, and it was going to go,” he said. “And so they started thinking ahead of what they’re going to do here.”

Truax pointed to the removal of in-person requirements and the shield laws as the two key steps that enabled the continued killing of unborn babies across state lines.

“It used to be that you had to go see a doctor to get it. They took that off and said you could just get it through the mail,” Truax said. “The second thing was the pro-death blue states started implementing the shield laws, which is the focus of the paper that we’ve got out now, which are basically the laws that prevent people in red states from going after the people in the blue states that are sending the abortion pills into the red states.”

He described the outcome as a form of constitutional disorder that overrides the will of voters in pro-life states.

“So they’ve set up an apparatus here that enables them to keep pushing more and more abortions on everybody around the country in spite of it … It’s just created this basically constitutional disorder with all these states doing whatever they want and being able to get away with it because of the shield laws,” Truax said.

“We’re all about no more abortions. But if you get to a place where it’s back to the states, at least the red states have got the ability now going forward to do what they want and do what the people in their state want their state to do, but that’s not what’s happening,” he continued. “So it’s creating constitutional disorder. We have to say, what’s the point of a state law if it’s not enforced in any way?”

“Some other state can basically just come in and just be completely lawless and do whatever they want in your state, even though you’ve got the state law that says they can’t do that, but they’re still doing it and nobody’s stopping them,” he complained.

“The data now shows that mail-order abortion is overwhelming the ability of states to protect unborn life,” the report stated.

It concluded that the current situation leaves pro-life states worse off than before Dobbs.

“If pro-life states have no power to protect their women and babies from rogue abortionists thousands of miles away, the situation they find themselves in is not better than before the Dobbs decision — it’s worse,” the report said. “For the sake of our constitutional order, to say nothing of the women and babies in peril, Trump Administration officials must act swiftly and decisively to end interstate mail-order abortion.”

Truax noted the upward trend in abortions and urged federal action.

“President Trump has said repeatedly he’s going to be the most pro-life president ever. Well, that’s in serious jeopardy right now. We have got a situation where the number of abortions is going up, up, up. And on this trend line, if nothing changes, he’s going to go out as the most pro-death president we’ve ever had because of the way this is trending,” Truax said. “So we’re trying to help [the administration] understand this and say we’ve got to make some changes.”

The report recommends that the Trump administration reverse Biden-era FDA changes allowing mail delivery of abortion pills and enforce federal laws to stop shipments into states that have chosen to protect unborn life.
