A coalition of pro-abortion family planning organizations sued the Trump administration over new Title X grant guidelines. They are upset with guidelines that require applicants to align with pro-life and pro-family administration priorities focused on family formation, healthy pregnancies, and natural family planning methods without promoting abortion.
The National Family Planning & Reproductive Health Association and the Family Health Council of Central Pennsylvania filed the lawsuit on June 18, 2026, challenging the 2027 Notice of Funding Opportunity released in April.
The new rules introduce a non-appealable “alignment review” that also screens applicants based on priorities including ending DEI efforts and opposing trans agendas pushed on kids.
The guidelines shift the program’s emphasis from expanding access to contraception toward supporting family formation and assisting clients in achieving healthy pregnancies. Clinics are directed to promote natural family planning methods such as menstrual cycle tracking.

Clare Coleman, president and CEO of the National Family Planning & Reproductive Health Association, said the funding announcement “is designed to favor the kind of providers the administration would rather see in the program,” which she indicated could include clinics with Christian missions such as crisis pregnancy centers.
The complaint alleges that the new process allows the government to reject applicants at a threshold stage based on political alignment rather than statutory factors such as the number of patients to be served and local need.
It states: “The (funding notice) enables defendants to pick winners and losers based on political alignment, as opposed to merit and the ability to provide high-quality Title X services.”
The lawsuit describes the changes as an effort to push out established providers and bring in new ones aligned with the administration’s agenda.
The April notice continues the Trump administration’s broader effort to strengthen separation between Title X funds and abortion. It emphasizes compliance with the Hyde Amendment to ensure no taxpayer dollars support elective abortion and directs projects to address root causes of infertility while supporting healthy pregnancy outcomes.
Title X has always prohibited the use of its funds for abortion as a method of family planning but it has funded groups like Planned Parenthood that kill babies in abortions. The updated rules seek to restore clearer boundaries and redirect the program toward services that support life and family formation rather than those connected to abortion businesses.
The plaintiffs are asking the court to block the new guidelines. A hearing is expected in the coming weeks.
