Secretary of State Marco Rubio recently told Congress that the United Nations has “lost its purpose” and “lost its mission” by promoting abortion through international family planning programs.
During testimony on the Trump administration’s proposed 2027 foreign affairs budget, Rubio sharply criticized the UN and affiliated organizations for spending hundreds of millions of dollars on what he described as abortion advocacy under the guise of family planning.
He said the United States will no longer participate in such efforts.

“The government of the United States is not going to be involved in distributing contraceptives and all these other things around the world,” Rubio stated.
Rubio noted that for many years it has been nearly impossible to separate family planning programs from abortion in U.S. foreign aid. The administration’s budget proposal reflects a deliberate shift away from such funding, with no money allocated to the UN Population Fund or the World Health Organization.
Rubio said the UN has “some utility” but is “in need of continued, dramatic reform.”
He described it as “very frustrating” that the organization has “been unable to intervene or play a constructive role in most of the major crises around the world.”
The Secretary of State defended the decision to redirect resources toward strengthening health infrastructure and promoting self-reliance in recipient countries rather than continuing to fund programs that promote abortion.
He emphasized that the United States still provides more humanitarian assistance than any other nation.
Democratic members of Congress questioned the funding reductions, claiming they would harm women overseas even though abortions harm women.
Rubio maintained that the policy change prioritizes protecting unborn life and focuses American aid on genuine humanitarian needs instead of ideological programs that advance abortion.
