America Leads 40+ Nations Declaring There’s No Right to Abortion

The United States will serve as Secretariat of the Geneva Consensus Declaration, a coalition of more than 40 nations that reaffirms there is no international right to abortion and prioritizes protecting human life at all stages, including before birth.

The Trump administration announced the leadership change this week.

In a joint statement released Wednesday, Health and Human Services Secretary Robert F. Kennedy Jr. and Secretary of State Marco Rubio said the Secretariat is returning to the United States after Hungary’s stewardship.

The effort will be led jointly by the Department of Health and Human Services and the Department of State, with the Secretariat housed in HHS’s Office of Global Affairs.

“As the Secretariat of the Geneva Consensus Declaration returns to the United States, we express our deep appreciation to Hungary for its exceptional stewardship,” the secretaries said. “Hungary has faithfully safeguarded the Declaration and its principles, and we are grateful for its leadership and commitment to expanding the Declaration’s signatories.”

“The United States will carry this work forward through a whole-of-government effort,” they added.

Established in 2020 and originally led by the United States, the declaration began as a joint initiative with a small group of like-minded countries and has grown to more than 40 signatories.

Its four main objectives are to secure meaningful health and development gains for women; to protect life at all stages; to defend the family as the fundamental unit of society; and to work together across the U.N. system to realize these values.

The declaration explicitly reaffirms “that there is no international right to abortion, nor any international obligation on the part of States to finance or facilitate abortion, consistent with the long-standing international consensus that each nation has the sovereign right to implement programs and activities consistent with their laws and policies.”

It also states that sexual and reproductive health must promote the highest attainable standard of health without including abortion, and that “in no case should abortion be promoted as a method of family planning.”

“The Trump Administration is committed to supporting families, promoting women’s health, and protecting children at all stages of life,” the secretaries said. “Investing in women’s health and well-being saves lives, allows women and girls more opportunities, and protects the family as the fundamental unit of society.”

The United States rejoined the declaration in January 2025 after the Biden administration had withdrawn from it.
