The Biden Autopen Presidency, the recently released report from the U.S. House Oversight Committee, does more than reveal the lengths to which White House aides, including physician Kevin O’Connor, went to hide President Joe Biden’s cognitive decline.
It also reveals that O’Connor and another top aide, Mike Donilon, had major financial incentives to hide the decline. And in Donilon’s case, he hoped for a Biden victory against President Donald Trump in 2024.
O’Connor, the report reveals, was tight as a tick with the Biden Mafia. And Donilon would have collected a handsome $4 million bonus if the man who imagined that cannibals ate his uncle during World War II returned to 1600 Pennsylvania Avenue.

Donilon’s Missed Big Payday
Sadly for Biden, who was clearly suffering mental decline, which aides furiously denied, his underlings had too much to lose to admit the truth.
“President Biden’s senior staff were willing to conceal the president’s cognitive deterioration as they all stood to gain significantly — financially, politically, and professionally — by continuing to operate the presidency from behind the scenes,” the report says. That operation included using the autopen to sign Biden’s notorious pardons.
Indeed, the financial incentive was contemporaneous for Donilon, and went month-to-month. The longer Biden stayed in the race for a second term, the more money the campaign guru made. The report reveals:
For example, in exchange for serving on President Biden’s 2024 campaign as chief strategist, Mike Donilon, who also served as a longtime senior advisor to President Biden, told the Committee that he received “just a little bit short of $4 million.”
Further, contingent upon a reelection victory for President Biden in the 2024 general election, Donilon would have received an additional $4 million. Donilon stood to make $8 million by keeping President Biden in the race and, because he was paid monthly, just one more month of President Biden’s campaign meant even more money for Donilon.
Indeed, Donilon was the man who told Biden about his polling data. And he was a gatekeeper who relayed other polling data to the ailing Biden. The feeble president, recall, clocked out of the job at about 4 p.m.
“Senate Majority Leader Chuck Schumer informed a surprised President Biden in person that Donilon, and to a lesser extent [presidential counselor Steve] Ricchetti, had been withholding negative polling data from the President,” the report says, citing the book by CNN’s Jake Tapper and Axios’ Alex Thompson, Original Sin.
As well, Biden’s first chief of staff, Ron Klain, told the committee that Biden never met “with the individual contractors who presented the polls.” Instead, they reported to Donilon, who gave the polls to Biden, the report observes:
Donilon, while standing to gain millions by keeping Joe Biden in politics, held a tight grip on which polling data President Biden received and how to interpret such data.
Donilon and another aide denied withholding negative polling data.
Still, $4 million is a strong incentive to obfuscate the truth about Biden.
O’Connor and the Biden Mafia
Dr. O’Connor, the report says, repeatedly denied that Biden’s cognitive ability was declining, the report shows. And he had a financial incentive to do so, given his connection to Biden World. The report notes:
When Joe Biden ended his term as vice president, Dr. O’Connor continued to serve as Biden’s doctor while also working as a director of medicine at George Washington University.
In 2016, he emailed “more than a dozen members of the Biden family,” including scandal-plagued Hunter and James Biden, to say “you’ve all been a really important part of my life for the past eight years.”
O’Connor gave the family medical advice. Yet he also “established financial ties with the Biden family beginning as early as 2017, when Dr. O’Connor introduced James Biden, Joe Biden’s younger brother, to medical leaders and executives to support James Biden’s business relationship with Americore Health LLC,” the report reveals:
In early 2018, Americore Health, hoping to use the Biden name to gain additional funding, transferred $600,000 in loans to James Biden, $200,000 of which was sent to James Biden’s personal account. On March 1, 2018, the same day James Biden received this $200,000, he sent his brother Joe Biden a check for $200,000. Dr. O’Connor’s financial and personal ties to the Biden family demonstrate the incentives he had to conceal President Biden’s deterioration from the American people. Additionally, they raise serious questions about Dr. O’Connor’s invocation of the Fifth Amendment when the Committee sought transparency from him.
Last year, James Biden told GOP investigators that President Biden “played no role, was not involved with, and received no benefits from my work” with the failed Americore. It was a scheme to acquire “struggling rural hospitals that were at risk of closing down.” While admitting that he was involved in Hunter Biden’s business deals with Red China, James Biden said the president did not benefit from that venture either.
O’Connor invoked the Fifth twice in answer to two questions. “Were you ever told to lie about the President’s health?” the committee asked, and “Did you ever believe the President was unfit to execute his duties as President?”
O’Connor, the report avers, helped in the “cover-up of the president’s cognitive decline. He did so by refusing to answer questions on the minds of many Americans, declining to perform medically necessary examinations, and repeatedly giving misleading reports that the president was fit to serve.”
