A sweeping blueprint to rebuild — and radically remake — the Gaza Strip was unveiled Thursday at the World Economic Forum in Davos, laying out a multi-phase master plan aimed at turning the enclave into a regional economic hub by 2035.
The proposal was introduced by Jared Kushner, US President Donald Trump’s son-in-law and special envoy, as leaders signed the charter establishing the Board of Peace.
The initiative sets aggressive economic targets for the next decade, aiming to lift Gaza’s GDP to more than $10 billion and push average annual household income above $13,000.
The plan follows a six-phase development timeline beginning in the south and moving northward.
• Phase I centers on Rafah and Khan Yunis
• Phase II expands development in Khan Younis
• Phase III targets the central refugee camps
• Phase IIII focuses on rebuilding Gaza City
Under the blueprint, a major stretch of Gaza’s coastline would be reserved for coastal tourism, including construction of 180 mixed-use towers.
Meanwhile, the interior of the Strip would be divided into residential neighborhoods and industrial zones spanning more than 25 square kilometers, intended to house data centers and advanced manufacturing facilities.
The infrastructure package includes plans for a new port and airport, a trilateral crossing at Rafah, a freight rail line paired with a backport logistics corridor, and a system of ring and main roads designed to connect Gaza’s major urban centers.
The Board of Peace estimates more than $25 billion will be required to deliver modern utilities and public services.
To build a workforce for the envisioned economy, $1.5 billion is earmarked for vocational training and retraining, with a target of generating more than 500,000 new jobs across construction, agriculture, manufacturing, and the digital economy.
Another $3 billion investment fund is slated for commercial zones, business districts, and microgrants designed to jumpstart local entrepreneurship.
