“Miracle Angel” Newborn Baby Found Alive Abandoned in Dumpster

A precious newborn baby girl was found in an Austin dumpster on September 20, crying and barely clinging to Life.

According to investigators, 22-year-old Neli Dinora Rivera-Felipe allegedly gave birth the evening of September 19 in her apartment bathroom. Rivera-Felipe told police that her daughter looked lifeless, and, panicking and unsure of what to do, she put her baby in a bucket and threw her in the dumpster.

When neighbors found the baby girl, she was covered in blood, dirt, and trash. Lerrssy Frausto, the woman who stayed with the newborn until first responders arrived, described the heartbreaking scene. Fighting back tears, she shared her frustration that the baby—whom she calls “Miracle Angel”—was thrown in the garbage instead of being taken to a fire station.

“I just want that baby to know she is loved by the whole community. She has so much support and if and when she does ever get older and sees this, she can always count on me, no matter if it’s 10, 30 years from now, I’m here. I’m here,” Frausto told CBS Austin.

“Miracle Angel” is alive and doing well, according to authority reports.

Texas’ Baby Moses Law provides a safe, legal alternative for parents who feel they cannot care for their newborn. Under this law, parents may hand over babies up to 60 days old at any hospital, fire station, or police station staffed 24/7—no questions asked and without legal consequences.

This law was created to prevent tragedies like this one. No baby should be discarded, and no parent or grandparent should ever feel so desperate that they think abandonment is their only option. Life is always an option.

Detectives later interviewed Rivera-Felipe’s alleged roommates. One told investigators they noticed she had a “large belly on Sept. 19,” though Rivera-Felipe reportedly claimed it was from a car accident injury. Another roommate shared a video recorded that same day in which a woman can be heard moaning and crying in the background.

By the evening of Sept. 20, another roommate said Rivera-Felipe’s stomach appeared “flat and no longer rounded.”

According to reports, Rivera-Felipe later admitted she was the woman seen in surveillance footage wearing a pink shirt, teal sweater, black sandals, and black pants, taking out the trash around 10 a.m. on September 20.
