Today, the Ohio House voted 64-31 to pass HB 347, the SHE WINS Act, a bill that will enact a reflection period before the life-altering decision of abortion is made. Ohio Right to Life supports this life-affirming legislation.
The process of allowing time between information about a medical procedure and the actual procedure is standard across all areas of medicine. Patients undergoing surgical or serious medical procedures are routinely given time to review information, ask questions, and reflect before proceeding. This process protects patient autonomy, strengthens trust in the medical system, and ensures decisions are made deliberately and with full awareness of potential outcomes. The SHE WINS Act applies this same standard of care to abortion procedures, recognizing that women deserve the same protections afforded in other medical contexts.

A structured reflection period ensures decisions are thoughtful and informed rather than reactive or influenced by external pressures. This approach respects women as capable decision-makers who deserve the dignity of time, clarity, and support.
“For a decision as monumental as abortion, a time of reflection first is the least we can ask,” said Carrie Snyder, Executive Director of Ohio Right to Life. “The constitutional amendment regarding abortion specified that the State has a right to advance an individual’s health in accordance with widely accepted and evidence-based standards of care. Ensuring patients receive details of a major procedure with time to process the information before the procedure occurs is certainly a standard of care practiced in other areas of medicine.”
The bill now moves on to the Ohio Senate.
