President Donald Trump ordered the suspension of the visa lottery program late Thursday — the same program used by the suspect accused of killing two Brown University students and an MIT professor to enter the United States.
The order came after authorities confirmed the suspect entered the U.S. through the Diversity Immigrant (DV1) Visa program.
“This heinous individual should never have been allowed in our country,” Homeland Security Secretary Kristi Noem said in a late-night statement posted to X. “At President Trump’s direction, I am immediately directing USCIS to pause the DV1 program to ensure no more Americans are harmed by this disastrous program.”

The suspect, Claudio Neves Valente, a 48-year-old Portuguese national, was issued a DV1 visa in 2017 and obtained a green card months later.
Neves Valente was found dead Thursday evening from a self-inflicted gunshot wound at a storage facility in Salem, New Hampshire, authorities said.
He was the prime suspect in the Dec. 13 mass shooting at Brown University that killed students Ella Cook and Mukhammad Aziz Umurzokov and wounded nine others, as well as the Dec. 15 killing of MIT nuclear science professor Nuno Loureiro.
Records show Neves Valente enrolled in a graduate physics program at Brown University during the 2000–01 school year, took a leave of absence in April, and formally withdrew in 2003.
Officials say it remains unclear where he lived or what he was doing in the years leading up to the attacks. His last known address was in Miami, Florida.
The DV1 visa program, created under the Immigration Act of 1990, awards up to 50,000 visas annually using a lottery system designed to favor applicants from countries with low recent immigration rates to the United States.
The scale is massive.
Nearly 20 million people applied for the 2025 visa lottery, with more than 131,000 winners and spouses selected. Portuguese nationals received 38 slots.
