2nd Round of Planned Parenthood Defunding Looks Increasingly Unlikely

Surveying the political landscape in Washington, it appears increasingly unlikely that Republicans will get a 3^rd reconciliation bill approved that would defund Planned Parenthood again.

Republicans have little chance of renewing a one-year federal funding freeze for Planned Parenthood and other abortion companies that expired this month.

The provision, part of last year’s One Big Beautiful Bill Act signed by President Trump on July 4, 2025, barred Medicaid reimbursements to abortion businesses.

Analysts across the political spectrum see slim prospects for renewal amid narrow GOP majorities, midterm election pressures and Senate procedural hurdles. Planned Parenthood had received up to $832 million annually in government grants and Medicaid reimbursements before the freeze took effect.

Jeff Burton, a Republican strategist and former deputy executive director of the National Republican Congressional Committee, said the White House has treated the issue as a low priority.

“Trump’s White House has been pro-life in policy, but it has not made this a legislative priority, with good reason: It is not a winning midterm issue, and Republicans already face enough difficult issues,” Burton said.

Democrat strategist Emily Suttle-Braun agreed a renewal is unlikely this year.“I don’t expect a renewal this year, and that’s an assessment of the math, not my preference,” she said, citing Senate procedural hurdles and the administration’s “calculated decision” to let the policy “lapse quietly rather than own a renewal fight in an election year.”

Gavin Oxley, media relations manager for Americans United for Life, said restoring defunding remains a priority for congressional leadership.

“From meeting with congressional leadership, we know that restoring defunding remains a priority, but they must remember that protecting life comes with immovable deadlines,” Oxley said. “The closer we draw to November, the more pressure mounts against them by a faction within the administration who wrongfully sees the abortion issue as a political loser.”

The freeze’s expiration has allowed hundreds of of millions of dollars to resume flowing to the abortion industry. Planned Parenthood, the nation’s largest abortion company, killed a record 434,450 babies in abortions in the fiscal year ending June 2024.

“Despite numerous attempts to extend the defunding provision for Planned Parenthood and other abortion providers, the measure expired, resulting in tens of millions of dollars flowing back into the abortion industry. Although disappointing, we must continue fighting.”
