A Minnesota autism center run by a woman whom Lt. Gov. and Democratic Senate candidate Peggy Flanagan has publicly described as a friend of nearly 25 years is now under state investigation for possible fraud.
The Minnesota Department of Human Services confirmed it has open investigations into Milestone Development Centers, run by Nimco Ahmed, and Spectrum Therapy Center.
“These agencies are on our radar,” a DHS spokesperson told Fox News Digital. “The Minnesota Department of Human Services has open investigations into both Spectrum Therapy Center and Milestone Development Centers. If a provider is part of an open investigation, the department cannot by law disclose details.”

“We can, however, share the following: Several months ago, the Minnesota Department of Human Services terminated both agencies from participating in the Medicaid program as part of Minnesota Revalidate 2026. Revalidation is a process to verify that agencies have required credentials and are otherwise compliant with state and federal regulations. Both providers have appealed their termination.”
Ahmed’s connection to Flanagan is not a distant political one.
In a 2025 appearance with Ahmed, Flanagan told the crowd: “I think about my friendship with Nimco. We’ve been friends for almost 25 years.”
The two appeared together as Flanagan defended Minnesota’s Somali community, declaring that it was “part of the fabric of the state of Minnesota.”
The investigation comes after a former Milestone therapist raised serious allegations about what he said he witnessed inside the center.
Grant Morgan told Alpha News that during his roughly two months at Milestone in late 2023, he saw poorly trained practitioners, little professional oversight, and possible billing red flags.
Morgan said he never saw a Qualified Supervising Professional or Board Certified Behavior Analyst overseeing services while he worked there.
He also said he was never asked to write or sign session notes for the services he personally provided — documentation he said was essential to Medicaid billing.
Morgan stressed that he did not work in billing and framed what he saw as warning signs rather than proof of fraud.
He also alleged some children receiving services did not appear to him to have autism.
Ahmed denies wrongdoing.
