According to a New York Post report, the ICE agent who opened fire in Minneapolis on Wednesday has a grim recent history: last June, he was dragged more than 100 yards when a suspect tried to flee a traffic stop with the agent’s arm trapped inside the vehicle, according to federal prosecutors.
The attack happened June 17 in Bloomington, Minnesota—and it landed the agent in the hospital with what DHS has described as “significant injuries” to his arm and hand, requiring 33 stitches, before he made a full recovery.
That violent episode also landed in the middle of Minnesota’s political war over immigration enforcement—after Gov. Tim Walz used the phrase “modern-day Gestapo” in a May 2025 speech at the University of Minnesota Law School’s commencement, according to reporting.
Here’s what prosecutors say happened in Bloomington: Federal officers stopped Roberto Carlos Munoz-Guatemala on an immigration order. He refused directions. An agent broke a rear window to open the vehicle from the inside. Then the driver accelerated—trapping the agent’s arm between the seat and the car frame—and dragged him more than 100 yards while weaving back and forth to shake him loose, the Justice Department said.
Munoz-Guatemala is “illegally present in the United States” and had been convicted in Hennepin County of repeatedly sexually abusing a minor, DOJ said.

Fast-forward to Minneapolis.
The agent—still not publicly identified—fired during an altercation involving a vehicle. The Post reports he fired three shots, killing Renee Nicole Good, 37, after she drove toward him; DHS Secretary Kristi Noem said the officer acted in self-defense and was justified in opening fire, and that Good was part of a “mob of agitators” attempting to thwart ICE’s efforts.
Wide-angle footage, The Post says, appears to show Good clipping the agent with her car after ignoring orders to exit the vehicle—followed by shots fired through the windshield and the driver’s side window.
