The Illinois House passed a bill Thursday that would use a mechanism tied to health insurance premiums to create a state grant program funding abortions for uninsured and underinsured women.
It’s a horrible move critics say will use tax dollars and policyholder contributions to end more unborn babies’ lives.
House Bill 5408, sponsored by Rep. Anna Moeller, D-Elgin, passed on a 69-36 party-line vote. The legislation would establish grants to cover abortion by tapping into an under-used provision of the Affordable Care Act. That provision requires health insurance plans that offer abortion coverage beyond cases of rape, incest or life of the mother to collect at least $1 per month from enrollees to help pay for abortion claims.

The bill would direct unused funds from those accounts into a new state Abortion Access Fund.
Moeller defended the measure, saying: “This is an important bill that helps support our reproductive health care providers in the state of Illinois and ensure that women who need this health care are able to access it.”
But killing babies and hurting women in abortions is the opposite of health care.
The bill is one of Gov. JB Pritzker’s priorities as Illinois continues to expand abortion access following the 2022 overturning of Roe v. Wade. It now moves to the Senate, where an amendment is expected due to concerns from the health insurance industry.
