Lee Zeldin Spars With Rosa DeLauro Over EPA Budget, Climate Policy And Supreme Court Precedent

EPA Administrator Lee Zeldin turned a routine budget hearing into a viral showdown Monday, grilling Rep. Rosa DeLauro after the Connecticut Democrat challenged the Trump administration’s approach to climate policy.

The clash came as Zeldin appeared before House appropriators to defend President Donald Trump’s 2027 EPA budget request, which would cut the agency’s budget by more than 50%.

DeLauro, the ranking Democrat on the House Appropriations Committee, opened fire by accusing the EPA of abandoning its mission.

“The budget proposal reads like a climate change denier’s manifesto,” DeLauro said.

“When climate change is flooding our streets, poisoning our air, driving up health care, how can the EPA justify abandoning that duty to protect Americans, to appease polluters under the false flag of economic growth?” DeLauro asked.

Zeldin pushed back by arguing that the agency is bound by statute and recent Supreme Court precedent, including Loper Bright Enterprises v. Raimondo, the 2024 ruling that overturned Chevron deference and limited courts’ automatic deference to federal agencies’ interpretations of ambiguous laws.

That is when the hearing went from tense to combustible.

“You’re upset that you don’t know what Loper Bright is,” Zeldin said.

“I’m upset — because,” DeLauro started to respond.

“You know what the major policy doctrine is?” Zeldin interjected. “You’re a member of Congress. You should know.”

DeLauro tried to continue pressing him on the budget language, but Zeldin kept the pressure on.

“You want me to tell you what the two biggest Supreme Court cases are of the last few years?” Zeldin said.

DeLauro then accused the administration of denying climate change outright.

“You do not have the right to say climate change does not exist, that it’s a hoax,” DeLauro responded. “And that’s where this administration is.”

Zeldin fired back.

“You’re very defensive about not knowing the two biggest landmark Supreme Court cases of the last year with regards to your question,” Zeldin said.

The exchange quickly lit up conservative circles online, with Trump allies framing the moment as a senior Democrat getting boxed in on the law behind the agency she helps oversee.

“FATALITY,” Donald Trump Jr. posted on X.

“Terrible take. Even worse hair,” the White House posted on X.

“This is one of the most satisfying hearing exchanges I’ve ever seen. Rosa De Lauro clearly doesn’t understand the law or Loper Bright – she’s used to just spewing climate alarmism pablum,” longtime Republican operative Matt Whitlock posted on X. “She gets so flummoxed she threatens to defund EPA – uh oh don’t do that!”

“Brilliant,” Kari Lake, a senior advisor for the U.S. Agency for Global Media, posted on X.

“This is a tough look for [Rosa DeLauro]. No idea what she’s talking about, no idea about relevant Supreme Court decisions — completely ill prepared,” John Seravalli, a top Republican National Committee official wrote on X. “She, and her staff, don’t know what they’re doing.”

Following the exchange, Zeldin shared the moment on X.

“Nothing infuriates an uninformed Congressional Dem more than when they realize they voluntarily triggered a debate with someone who actually knows what they are talking about, reads federal statute and adheres to Supreme Court precedent. Today’s self-implosion by @rosadelauro was quite remarkable to witness. Without apology or regret, I will always adhere to the best available reading of federal statute pursuant to the U.S. Supreme Court decision in Loper Bright.”
